Abstract
South Korea is facing a rapid aging had never experienced even once from the 21st century. Re-establishment of a
sustainable insurance system that could support long-term care expenses and medical expenses of elderly is required
urgently. And therefore Korea is enforced and make insurance system for long-term care for the elderly in earnest from
July 2008. On the other hand, Japan has developed the Long-Term Care Insurance Act quickly than South Korea and has
decided to amend the part of the Long-Term Care Insurance Act to strengthen the foundation for long-term care services.
Amendment of this Long-Term Care Insurance Act brought a paradigm shift, that is “Care by Region”from the previous
“Care by the Society”and "Free Care". It must be considered for the roles of the dental team to provide appropriate oral
health service for elderly while oral health service is not provided by Long-Term Care Insurance system in Korea.
